First Super Goddess Governor

This caption was another collaborative effort between myself and Akane.  It expands on a little vignette they wrote on the Omnitopia Discord, describing Enhanced schoolgirls and a Super Goddess mayor.  I took it a step further and went with the Governor of Tokyo, since the schoolgirls in the accompanying image were believably Japanese.  Akane has decided this caption is part of the Super Goddess canon.

For those of you interested in historical Japanese politics, the youngest governors of Tokyo were both 36 at the time they assumed the position--the mentioned Karasumaru Mitsue and Ōki Takatō.  The former didn't have an English Wikipedia page, so I had to Google Translate my way through the Japanese equivalent to determine his age upon entering the office.

The images I used are both of original characters by tworship on Pixiv--top, bottom (first image).  All characters depicted in both images are fictitious, not owned by me, above the age of 18, and have profoundly strong spines.  I make no money through this image.

TRANSCRIPT:

The year is 2052.  Super Goddesses and their Enhanceds have become ubiquitous in modern society, having revolutionized it a thousandfold with about the same amount of effort a mortal would to operate a vending machine.
At age 32, Super Goddess Shizuka Hirose became the youngest governor of Tokyo since Karasumaru Mitsue in 1868, back before the prefecture was even named Tokyo.  Shizuka (she insists people not be stuffy and formal with her and just use her given name) claimed minimal interest in politics, but thought someone with her kind of power would be able to effect the reforms that would have taken "forever" to accomplish otherwise.  With willpower and charisma alone, she won the election unanimously.
One of her first promises that she immediately followed through with was to "enhance" a sizable portion of the Tokyo population, gifting them with superior bodies and minds.  A single Enhanced of high school age possesses at the very least the strength, endurance, and cumulative intellect of thirty mortals.  Moreover, they are sexual to a degree far beyond what mortals could ever reach.  It's a very common sight to see Tokyo students with tremendous busts, averaging at about 150 cm around--the largest average in any city worldwide.  The academic scores for Tokyo students are also at an unprecedented all-time high, outdoing the rest of the world by orders of magnitude.  The adult Enhanceds are even more impressive, with busts almost consistently over 200 cm, individuals as cumulatively strong and intelligent as around 100 mortals, and literally infinite sexual endurance.
Shizuka's cabinet and peers, however, are a league of their own.  Their power is quite plainly absolute.  Next to nothing is beyond their capabilities.  They are as close to Super Goddesses as one can get without actually being one.  The term for power as vast as theirs is "ultipotent", meaning they wield absolute, unlimited power, but do not possess absolute knowledge, unlike Shizuka and her Super Goddess peers.  This distinction is close to mere semantics, however, as Super Goddesses dislike using their omniscience, preferring instead to learn naturally, as opposed to willing all information in existence into their infinite brains with the snap of their fingers.
It's no stretch to say Shizuka has turned the capital of Japan into a utopia.  Perhaps not quite to the same degree as M'Wela's Prosperia, but still utopian compared to the areas of mortal society not overseen by a Super Goddess.  Even while managing and maintaining this Herculean enterprise, she continues her fashion designing, cosplaying, singing, and voice acting careers as if she never even considered entering politics.  She has expressed interest in someday becoming the Empress of Japan.  She is aware that the position is hereditary, but is confident that will change eventually.
